They have been to a re conditioner, washed and pressure tested. IBC stands for Intermediate Bulk Container and these are not suitable for storing food product, or drinking water! They have a 2 inch outlet valve at the bottom with dust cover. They have the UN rating of UN/31HA1/Y/RL and are great for shipping.
