What Is a Reconditioned Drum?

A reconditioned drum is a previously used container that has been cleaned, inspected, tested, and restored to a serviceable condition by a certified reconditioner. The process is regulated under the U.S. Department of Transportation (DOT) standards and follows strict guidelines outlined in the Code of Federal Regulations (CFR), Title 49, Part 173 and 178.

Reconditioning Process Overview

Reconditioning typically includes the following steps:

  • Cleaning: Removal of all residues from the drum’s interior and exterior using mechanical and/or chemical processes.

  • Inspection: Visual and physical examination for dents, rust, or other structural issues that may compromise integrity.

  • Leakproof Testing: Drums are pressure-tested (usually with air) to ensure there are no leaks, in compliance with 49 CFR § 173.28.

  • Repainting: The drum’s exterior is repainted to restore appearance and corrosion resistance.

  • Marking: A reconditioning mark is applied, as required under 49 CFR § 178.503, indicating that the drum has passed inspection and testing, and includes the reconditioner’s identification.

Regulatory Considerations

Reconditioned drums used for transporting hazardous materials must meet the same performance standards as new drums, per 49 CFR § 173.28. This includes periodic leakproof testing, structural integrity verification, and compliance with closure instructions.

It is important to note:

  • There are no Certificates of Compliance, test reports, or traceable documentation provided with reconditioned drums beyond the required closing instructions.

  • If your operation requires documentation such as a Certificate of Conformance or full test records, we recommend using new UN-rated drums to ensure all regulatory requirements are met.
